Now, we could measure and improve both timeliness and cycle time; get things done on time and do it fast. We could do this by throwing additional resources at the problem, thereby reducing efficiency. With infinite resources we can do almost anything both on time and as quickly as you want. So now we’re achieving timeliness and cycle time at the expense of efficiency.

Finally, we can measure and improve all three values – timeliness, cycle time and efficiency – if we allow ourselves to produce junk: poor quality. So we need to measure quality as well.

Thus if you think of your system as a balloon, pushing on one side simply allows the balloon to expand on the other side. The only way to improve overall performance is to push on the balloon from all directions, thereby decreasing its size and improving overall performance, as in Figure 4.5.
